Program Analyst

Job Description
We are actively seeking a diligent Program Analyst to join our team based in Aberdeen Proving Ground. This position's availability is contingent on contract award.
As a vital part of our organization, the Program Analyst will be involved in all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. This encompasses responsibilities from the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR) to the formulation of the Congressional Justification for President's Budget (PB) and Budget Estimate Submission (BES).
The successful candidate will prepare and update necessary forms, support briefings related to Congressional Justification materials, and create briefing charts for Army Program Budget Briefings (APBB). Additionally, this role includes the preparation of spend plans for PM TN programs utilizing Government-required tools and databases.
You will monitor and report on execution, recording transactions, and maintaining all necessary business, technical, acquisition, and financial information in Project Management Resource Tools (PMRT) using all required PMRT modules. The role also entails responding to data calls from higher Army headquarters, and performing extensive coordination with Program Managers, other PEOs, DA staff, other services, and industry personnel throughout all phases of assigned projects' lifecycle.
We value independence and initiative, thus we are looking for a professional who applies expert knowledge of program planning and evaluation, Army missions, goals, and objectives. The selected candidate will independently select methods, plan and coordinate details, and carry out work through to its conclusion with minimal guidance.
Responsibilities will also include the preparation, coordination, and/or review of plans, schedules, and milestones to accomplish goals, organization and administration of relevant meetings for issue discussion, and preparing Department of Defense programmatic reporting requirements, acquisition documentation, milestone decision documentation, and spend plan management.
The ideal candidate will bring a minimum of seven (7) years of related experience in a program analyst role, with specific experience in preparing and supporting PPBE, POM, SPAR, President's Budget Submission P&R forms, BES P&R forms, PMRT, CCaR. This experience must be within a DoD Program Executive Office (PEO), Project Manager (O6 PM) or Product Manager (O5 PdM) to meet our requirements. A secret clearance is required.
