Position Overview
An established technology-driven organization is seeking a Chief Operating Officer (COO) to lead and scale all operational functions across engineering, manufacturing, and program delivery. This executive will report directly to the President and hold full ownership of operational performance, execution strategy, and financial outcomes across active programs.

This role is critical to transforming operations into a scalable, process-driven environment, while maintaining excellence in current program execution. The ideal candidate brings a balance of hands-on operational leadership, systems thinking, and the ability to build structure within a growing organization.

Core Responsibilities Enterprise Operations Leadership
  • Direct all operational functions, including engineering, production, program execution, and service delivery
  • Establish a consistent operational rhythm through structured performance reviews (weekly, monthly, quarterly)
  • Implement KPI-driven management systems to track performance, quality, and efficiency
  • Align cross-functional teams to improve coordination between product development, manufacturing, and delivery
  • Drive continuous improvement initiatives focused on cost, schedule, and quality performance
  • Ensure compliance with all applicable safety, regulatory, and operational standards

Program Execution & Delivery
  • Oversee program execution to ensure proper planning, staffing, and delivery performance
  • Strengthen performance tracking using structured program management methodologies (e.g., Earned Value principles)
  • Introduce early risk indicators and corrective action frameworks to address performance gaps
  • Hold program leadership accountable for execution, schedule adherence, and financial performance
  • Step in to stabilize programs and drive recovery strategies when necessary

Process & Systems Optimization
  • Design and implement scalable operational processes to support organizational growth
  • Improve and standardize workflows across engineering, production, and program management
  • Support process maturity initiatives (e.g., quality frameworks, process certification efforts)
  • Advance software development practices, including DevOps, CI/CD pipelines, and agile methodologies

Organizational Development & Leadership
  • Build and strengthen mid-level leadership across program and functional teams
  • Establish clear decision-making structures, delegation models, and accountability frameworks
  • Mentor and develop leaders to improve execution capability across the organization
  • Foster a performance-driven culture focused on ownership, accountability, and continuous improvement

Required Qualifications Education
  • Bachelor’s degree in Engineering, Computer Science, or a related technical discipline
  • Advanced degree preferred (MBA, MS Engineering, or similar)

Experience
  • 15+ years of progressive leadership experience in operations, engineering, or program delivery
  • 5+ years in a senior leadership role (COO, VP Operations, or equivalent)
  • Proven experience leading both:
    • Software development organizations (DevOps, CI/CD, Agile environments)
    • Manufacturing or production operations (lean principles, supply chain, scaling production)
  • Experience operating within regulated or government-related environments strongly preferred
  • Demonstrated success scaling operations in a growing organization
  • Experience building structure and processes in previously less formal environments

Technical & Domain Knowledge
  • Strong understanding of software development lifecycle and modern DevOps practices
  • Knowledge of manufacturing operations, production scaling, and supply chain management
  • Familiarity with complex systems environments (hardware + software integration) preferred
  • Understanding of government contracting frameworks and compliance environments (e.g., FAR/DFAR) is a plus

  • Proven ability to lead cross-functional teams and drive operational excellence
  • Strong track record of developing leaders and building high-performing organizations
  • Experience implementing organizational change and process transformation
  • Executive-level communication skills with the ability to influence stakeholders across all levels
