We are seeking a highly capable Technical Capture and Proposal Manager to connect technical requirements, internal engineering capabilities, and proposal execution into winning solutions for defense sustainment, repair, modernization, and technical services opportunities.
This role requires a professional who can interpret complex technical requirements, collaborate closely with engineering and program leadership to define executable solutions, and lead compliant proposal development through internal review and final submission.

Key Responsibilities Opportunity Assessment and Capture Development
- Analyze RFIs, RFQs, RFPs, and technical solicitations for alignment with organizational capabilities.
- Assess technical fit across repair, sustainment, reverse engineering, automated test equipment, radar systems, and manufacturing services.
- Support bid/no-bid decisions through technical and business evaluations.
- Develop capture strategies for priority opportunities.
- Identify discriminators and win themes based on past performance and technical strengths.
- Translate technical requirements into clear internal action plans.
- Partner with Engineering, Operations, Program Management, and Business Development to define solution approaches.
- Lead technical discussions that convert requirements into executable statements of work.
- Coordinate pricing inputs, labor assumptions, technical narratives, and execution models.
- Ensure proposed solutions are realistic, compliant, and aligned with internal capacity.
- Own proposal schedules, compliance matrices, content development, and submission timelines.
- Lead proposal kickoff meetings and internal color team reviews.
- Coordinate technical volume development across internal contributors.
- Edit and refine proposal content for clarity, consistency, and persuasive value.
- Ensure proposal packages meet solicitation formatting and compliance requirements.
- Serve as the central integrator between Business Development, Engineering, Program Management, Contracts, and Finance.
- Track action items and maintain proposal momentum across departments.
- Support leadership reviews and executive approval cycles.
- Maintain reusable proposal content libraries and technical reference materials.
- 7–12+ years of experience in capture management, proposal management, engineering support, program management, or technical business development within defense, aerospace, or related technical environments.
- Strong ability to understand technical defense-related requirements and convert them into clear written solutions.
- Experience supporting proposals for government, prime contractor, depot, or aerospace programs.
- Familiarity with sustainment, electronics repair, engineering services, radar systems, or test equipment is strongly preferred.
- Working knowledge of FAR and DFARS proposal requirements.
- Strong writing, organizational, and cross-functional leadership skills.
- Ability to manage multiple pursuits simultaneously.
- Experience with defense sustainment and repair programs.
- Familiarity with test equipment.
- Experience supporting large prime contractor environments.
- Exposure to OTA opportunities, long-term agreements, or modernization efforts.
- Ability to interact confidently with engineers and senior external stakeholders.
