Job Title: Acquisition Specialist III (TS Cleared)
Job Summary:
We are seeking experienced Acquisition Specialists to support a government client's Procurement Section in Huntsville, AL, and Clarksburg, WV. The Acquisition Specialist will perform a comprehensive range of complex pre- and post-award contracting functions, including acquisition strategy development, acquisition planning, procurement package input and validation, solicitation, negotiation, administration, and closeout/termination.
Responsibilities:
- Acquisition Strategy and Planning: Advise customers on acquisition-related roles and assist in developing and implementing strategies to ensure supplies and services are available to meet mission requirements.
- Market Research: Collect and analyze market information from government and non-government sources and prospective offerors. Identify potential sources for acquisitions through effective market analysis and supplier knowledge.
- Competitive Options Advisory: Advise customers on competitive options based on business strategies, market environments, acquisition goals, and FAR requirements. Determine whether to limit competition to socio-economic concerns.
- Documentation Review: Provide business advice in the preparation of requirements documents and related elements of the Procurement Request. Determine provisions for recurring requirements.
- Project Management: Develop and maintain workable plans and manage resources to achieve project goals. Ensure the smooth flow and timely completion of activities.
- Publicizing Procurements: Select and implement methods of publicizing proposed procurements using systems such as GSA E-Buy, GWACs, FPDS-NG, SAM.gov, NASA SEWP.
- Solicitation Preparation: Prepare written solicitations with appropriate provisions and clauses, formatted suitably for the acquisition method and market.
- Proposal Handling: Receive and manage quotations/proposals, safeguard and track them, assess compliance with solicitation requirements, and identify those not meeting minimum criteria.
- Small Business Participation: Identify opportunities for small businesses and other preference programs to participate in solicitations. Strategize with program officials to encourage participation.
- Contract Administration: Prepare and validate contract files. Apply policies and procedures for task and delivery order contracts and basic ordering agreements. Apply remedies to protect government rights under commercial item contracts and simplified acquisitions.
- Invoice Review: Review invoices and determine authorization for payment.
- Contract Closeout: Perform contract closeout and archive records as appropriate.
Qualifications:
Must Have:
- A Bachelor’s degree from an accredited university or college.
- Active TS Clearance.
- Eight (8) to twelve (12) years of federal contracting experience covering relevant work listed above.
Preferred:
- FAC-C Level II or DAWIA Level II certification (preferred).
